Do we form beliefs based on experience or do we create experiences based on our beliefs?

I think our beliefs are based on experience and rather if it was good or bad at the time..and if it always turned out to be a bad experience then in the future it would always want to be avoided or anything else that would lead us back into that experience..

Do people really see and hear what they want or do they see and hear what is there and then interpret it into terms they can then understand?

Here is a scenario for you:
If you were born in a little village in Africa, (where there were no Christians), how now would you be a christian?
If you were a child and did not know what rape was, would you be scared of it?
It does not have to be a physical personal experience to form a belief but you would have to have it introduced to you in one form or the other.
However, if you let the experience consume you without overcoming, your beliefs/fears will create experiences good or bad. It can be more of an outlook on the situations many times, based on what you want to hear and see as Gabriel pointed out. Sometimes, people keep putting themselves into the same horrible situations based on fear/beliefs that originated from some kind of an experience.
It is a vicious cycle.

I would say both.
First you need to figure out what you are basing your own decisions on.
From there you can figure out how to overcome.
